The problem with wealth taxation is that wealth varies a lot.Take a middle-aged woman on Antiques Roadshow, for example. Her whatever painting, or vase, or whatever, might be worth $10,000 one year, and $4,000 some year later. How does a government set a budget and pay for bonds with that kind of revenue volatility?!
In my opinion, the "wealth tax idea" is more about attitude toward people who have more stuff than "you" (divide and conquer, voting block-wise) than about actual taxation fairness.
If I were King, the national budget would be divided by the number of people in the country, and everyone would pay the same amount. :) And, THEN, we'd see some REAL pressure to reduce government expenditures. (End of dream sequence.) (Of course, as King, I'd still live a wealthy lifestyle, and have multiple castles. Duh.)
Oh, and armed guards.
