Certainly not all of network tv goes to that standard. There is still network tv which betters most movies. I don't watch a lot of non HBO series and I don't watch any of the reality shows but Arrested Development for one. A few years ago Buffy the Vampire Slayer and Angel were pretty darn good. Some people swear to West Wing, 24, Alias and others (I haven't caught any of these). The point is that the talent in acting, writing and directing seem to be in tv. Maybe its because there are more inexpensive things you can do now with tv. Maybe its because the movie system is pretty well geared to blowing things up and trying to make blockbusters while ignoring characters and stories. Frankly, the best movie I saw last year was "The Incredibles" and the oscar movies all were pretty second rate.
A movie is like a short story, a TV series is like a novel. Each has its adherents and fans.
