You need a de-interlacer that has motion motion compensation de-interlacer, so that it knows what kind of algorithm is needed on different part of the image. Faroudja's DCDi is a pretty advanced de-interlacing algorithm that could handle video/film/inlay of many types. Their cheapest de-interlacer/scaler is the NRS.
