studio decision

While there are now zones for Blu-ray, it's up to the studio to determine if they wat to enforce restrictions in a certain zone. If they decide that they want every zone to have access to that movie, it's up to them. If they only want a 1 zone or 2 zone pressing. that's how they'll do it.

I don't know the details, but I believe after 1 year of release (the disc, not the movie) if there are more pressings of that movie it will be an all-zone pressing (ie, the studio cannot specify pressings after 1 year to restrict any zone).
