Re TV Converter Box Coupon Program

I own three analog TVs, with an attic attenna receiving "over the air" analog signal. Yes, I belong to that large group of 8% of TV watchers who belong to the "OTA" club.

I've got my two "credit card" coupons, and just like a credit card, they have an expiration date: 5/23/2008.

Here is what I don't understand. I assume that I don't need these converter boxes until Feb. 17, 2009, when FCC mandate dictates that all full-power television broadcast stations must stop broadcasting in analog and switch to digital. Because of the expiration date, I must go out and acquire these converter boxes before my coupons expire.

I reconcile this situation by assuming that the major TV networks (CBS, ABC, NBC [I hesitate to group FOX in here, but it is]) etc. may switch BEFORE that FCC mandated drop dead date.

Is that what is going on? I simply see no reason to hook up these converter boxes in the meantime. I'll just store them.
