The graph is for discernable resolution

Not for "looks different".

Of course an SD source will look different than an HD source...especially from a broadcast source. And don't forget your panel is always upscaling if the source resolution is less than its native res. So IOW this graph is a bit hard to verify in your own home with regular gear. But I can clearly tell that the detail I can see in a BD when close up is NOT visible when I get a certain farther distance away...that should tell you something, and I think is more what the chart is trying to say: if the detail is too small to see with a given screen size at a given distance, the detail might as well not be there.
