clarification

The original was a VHS tape, but that video is now on a DVD. Is that correct? If so, you can do it for free with DVD Shrink coupled with DVD Decrypter. Get the software from doom9.org and then see the guide that is available at mrbass.org/dvdshrink or search "ddlooping dvd shrink" (there's an interactive guide) to learn how to use the editing feature using the Start/End Frames feature. It's real easy to do and you can even take clips from different DVDs and put them together on one disc.
