This is a little like the post from a few weeks ago...where mostly Euro/Brit actresses were named.Well, I've thought about it, and there are a few girls from America with acting chops:
Jennifer Connelly(sp?) (33)...getting better all the time!
Outstanding acting job in house of Sand and Fog and Dangerous Mind.Diane Lane (38)...great in Unfaithful, but great roles don't seem to come her way.
Jennifer Aniston (late 30's)...very good in The Good Girl...probably gonna get better (and better parts) now that TV show is over.
Uma Thurman (she's not 40 yet, is she?)...Pulp Fiction and the Kill Bills should say it all...unlike the above three ladies, I don't find Uma to have killer good looks...and imo she has the UGLIEST feet ever on a woman! Prety fine actor, imo.
Halle Berry...don't let the drop dead good looks fool ya...strong acting chops...but, Halle---Gothika to follow up your Oscar?
Laura Linney...more "pretty" than beautiful, always interesting even in so-so films, imo. Currently Frasier's girlfriend on tv...back to the big screen, LL!

Scott,Just off the top of me head, I like the work of:
Sammantha Mathis
Sheryl Lee
Sherlyn Finn
Maura Tierney...all are in their mid-30's, and imo have something to offer as actors. All are easy on the eyes, but not necessarily drop dead beautiful. One thing they have in common is a start in television...but they all have done fine work on the big screen as well.
I know they may not all fit your posted requirements, but I certainly find their work worth watching.

I, for one, would argue with you.While she's excellent in Dogville, she was not believable in Cold Mountain.
An uneven performer, IMO, especially given the criteria. Despite her charms, there are other female thesps I find overall more compelling.

And go see "The Others." An amazing, nuanced performance which gets better upon the second viewing.

She's great in DV but I'm sure another actress *could* have done it and done it well.Yes, I've seen The Others - twice when it came out in theaters, once on cable - plus I own the DVD. One of her best performances, and a great ghost movie. I've watched Kidman for years, in fact I've seen a some of her Aussie stuff before she was famous - and not just Dead Calm.
Good though she may be Kidman is not the most versatile actress working today. I find NK uneven in her roles, sometimes frustratingly annoying e.g. her simpering upper-class miss in Far And Away, her dimensionless Ada in Cold Mountain. I loathe MR so I can't evaluate her in that film. She was excellent in The Hours and Dogville, I'll grant you that. She's lovely to look at, although a bit gaunt these days. NK tries hard, and I don't like seeing that on the screen.
I don't dispute she's talented.
But untouchable talent? Nope. IMO, of course.
"Nicky" is overated in the extreme, imo...both as an actress and as a "beauty."In the "inquiring minds want to known" catagory...I'd still like to know what happened with her and Tommy C.
In all fairness, I haven't seen her Oscar performance...and probably won't.

Cate Blanchette.Brilliant in all the parameters you listed, although sometimes she is better than the movies she's in i.e. Veronica Guerin or The Missing.
