If you asked me three days ago, I would have hesitated and wouldn't be sure.
After seeing it again a couple of days ago there is no question in my mind - George C Scott... hands down. He is simply incredible there, with sense of humor deeper than the Marianas Trench and timing second to none.

It's hard to pin this one down, all the performances are top-notch. But you do have a good point!

Yes indeed. One could also make a strong case for Sterling Hayden and Keenan Wynn, who both gave absolutely brilliant performances.
I might also talk about Peter Sellers, who was completely stunning but who most impressed me with his low-key Stevenson-like take on the president.
(I guess I'm giving away my age but I remember Adlai Stevenson and I think Sellers nailed his character and his look.)
