I picked this one up via mail order from Korea after hearing good things about it.
The North American release is really soon and the DVD that I bought looks great. DTS-ES soundtrack with some haunting music.
Basic premise - After being arrested for drunken and disorderly conduct, a young Korean man disappears and is help captive in a small apartment for 15 years. The rest of the film involves his transition back to the real world and finding out who/why would someone steal 15 years of his life.
It's dark, very violent, and a rather well done film. The lead actor is superb.
Hollywood liked it so much that it is currently being redone for a 2006 release.

Your post should have had a spoiler alert. This movie is best enjoyed when the viewer goes in without any hints or knowing the "basic premise" you mention.
This movie hit me like a freight train, though the usual Korean over-melodrama at the end kind of was a letdown.
Korea is putting out some really enjoyable movies of late, I must say..
