Samuel L. Jackson stars as a hostage negotiator who has been framed by rogue cops and internal affairs cops for the murder of his partner. He comandeers the Internal Affairs Division and takes anumber of hostages. He then requests that Kevin Spacey, another hostage negotiator, be called in the be his communicator with the outside world. A bit over the top but very enjoyable. It is fun to watch Jackson using his training to thwart police' attempts to video and tap the room.
