I am thinking that it was Inglourious Basterds. Just hasn't been a good year. Haven't seen Precious yet but I was not a fan of Monster's Ball. I will check it out on satellite when the time comes.
Follow Ups:
I haven't decided on a single "best" film, but here's some of the best films I saw in 2009. If I had to choose just one today I'd say The White Ribbon. Several top foreign films have yet to make their way to my Landmark Arts Thetaer e.g. Summer Hours. And I missed Inglorious Basterds...sorry.
An Education
Bright Star
The Fantastic Mr. Fox
The Hurt Locker
Moon
A Serious Man
The White Ribbon
I also enjoyed Star Trek (fave popcorn movie) Up, Coraline and Ponyo.
OK, didn't see it but rotten tomatoes says worst ratings of 09.

Here's the way I'd rank the ones I've seen in the Best Picture category:1. “The Hurt Locker”
2. “Avatar”
3. “Up in the Air”
4. “Inglourious Basterds”
5. “District 9”
6. “An Education”
7. “Up”Haven't seen these yet:
“A Serious Man” (have the DVD and will watch it soon)
“The Blind Side”
“Precious: Based on the Novel ‘Push’ by Sapphire”
Edits: 02/15/10 02/15/10 02/15/10
and none of those three will win.
Basterds may edge out the other two as far as what I consider
best of the three, but Tarantino SURE needs an editor, or a better one.

I'm all for the fucking Nazi's to be made to seem as bad as they were, if not worse.
Tarantino's "take" is so incredibly immature and ridiculous though as to make his point moot.
His immaturity, absurdity and ridiculousness has been much more effective in his other films IMO.
You just don't need to re-write history to make the Nazi's look bad.
He did get some good performances out of most of his cast though.

Tarantino's plots are merely a clothesline for the screenplay, and his homage to classic cinema, some of which he improves upon. There is little doubt that the written word and dialog translated onto the screen is where he gets his jollies. While the premise of Bastards may be goofy, I would challenge you to find any such things in the screenplay. There are websites that allow you to parse the screenplay. Bastards was prototypical Tarantino.
What was Pulp Fiction was about? It was about nothing. If you are watching a Tarantino film and not taking close stock of the dialog, but rather ruminating on the plot, then you are missing most of the film.
Ruminating on the plot? What would I have done for the remaining two hours and twenty-two minutes?
I fully understand where Tarintino's coming from as far as using a platform to write his often great scenes and realize any plot is a mere formality at best.
But the premise for IB was just absurd.
Vignettes seem to be his forte; cohesive filmmaking an afterthought. This is where editing is imperative and his immaturity so apparent.
He doesn't have what it takes to be a novelist and is a good short story kinda guy.
That's fine; I don't expect any more from him, but I did expect better from IB, which was a filmatic comic book.
Great performances, occasional incredible dialog and some mighty fine shots don't add up to best film of the year though IMO.
Those individual qualities may be worthy of recognition, but I don't think the film as a whole is.
I've very much enjoyed and appreciated most of most of his previous films.

You nailed it as to what is wonderful about Tarantino's films. He's not everyone's cup of tea but I enjoy them. Even his weakest are better than most mainstream films being made today.

One of the few films I've ever seen twice.

scores of top critics, some of the movies which have yet to make it into my neighborhood also would be top, if not THE top, contenders: The Prophet; The White Ribbon; Police, Adjective.
Hurt Locker and Avatar were good too.
My two favorites are Inglorius Basterds and Crazy Heart. I haven't seen many of the nominated films.
