communist regime under Ceaucescu.
A teen who smokes pot with his two friends becomes the main target of the full weight of the state and of a police system that views any transgression as a threat to order, a challenge to the rule of law. A young policeman questions the wisdom of ruining kids' lives (3 and a 1/2 years in prison [imagine what a Romanian prison was like!] for simple possession of a bit of hash. As his investigation continues, he begins to see a possible avenue to locate the next layer of drug hierarchy but must fight against his boss who is impatient to make an arrest.
This is a land-mine of a film which sits beneath your consciousness for a few hours afterwards and then------- wham!

Did you really need to waste two hours on a film "indicting the Romanian communist regime under Ceaucescu". Am I take it that the film actually disillusioned you?
