Do they have slow forward/reverse nowadays? The first couple generations didn't seem to have that ability.

Yes, they typically do. But how it's implemented varies, and ease of use, as does the speed. For instance, I have a PS3 and an Oppo. They both can move forward/reverse at 1 frame/s, or by a single frame.* That's with BD, which is simple because of the frame/display rates. With DVD, you can select the pause mode (film/video) I think and then it moves slightly differently, but still very slow.
Fast forward/reverse is a whole different game.
*Edit: there may be other slow rates besides 1 fps, I forget. Also, I have seen Java on BD interact with this too. Sometimes there's a frame counter, so you can actually go to a specific frame: the counter shows h:mm:ss:ff where ff goes from 0-23.

...right now exactly how to use it. Maybe the fast-forward or -reverse buttons from Pause?

That depends on what you mean by slow. I've had first, second and third generation players, and they all had 3 speeds of forward and reverse. One can also go slower (frame by frame?) by using forward and reverse while in pause mode.
