Help would be easier if we knew the model number (so we can at least see what the product looks like re: outputs, online manual, etc)? Are you positive that Dolby Digital, and not an optional stereo PCM signal, is the only output for the optical connection? Seems rather asinine. Oh wait...
it's Motorola. Sorry. Anyway, the model number or a link to a Motorola product page would be nice. Unless, of course, you had to sign an NDA.

The specific model number is Motorola QIP7 100 2. As the technician explained it to me it is a variation of a similar Motorola. He said that Verizon had disabled any PCM output function it may have had. In any event it is here:
I would recheck the audio section in the Menu for a PCM setting for digital output. If there really isn't an option for this, then you'll have to get something to convert from Dolby Digital to PCM.
One option is to get an inexpensive receiver (even used) that has an optical output. You could feed the receiver Dolby Digital and configure it to output stereo PCM via its optical output. Maybe eBay or Craigslist?
And a lot of FIOS customers are complaining about it, even on this board.
