My local over the air digital Public TV station does that all the time!!

I really cannot figure out why they do it!
On my 42" plasma, they run a widscreen picture inside the 4:3 box with the top and bottom black bars in the 4:3 box. Yeah I can "zoom" but is just seems so stupid!
