It omits the hundreds of BILLION$$$ laundered in Ukraine in the last couple of years ( not including anything going all the way back to 1946 ).The Ukraine tops that chart in just 2 years and now they are demanding the US pay for an iron dome on top of the existing hundreds of BILLION$$$.
Strange the "Council Foreign Relations" glaringly omits the top entry.
Could it be they are showing a bias and trying to impart that bias onto others ?
I also bring back your attention to the following map.
